1. State Workforce Agencies Require Employer VerificationAs State Workforce Agencies (SWAs) periodically upgrade their online systems for posting job orders, some states are now requiring employers to verifiy their employer accounts when they are created. Michigan recently revised their online posting site and now uses Michigan Talent Connect for registering and posting job orders. Upon registering as an employer, an email is automatically sent to the employer contact. The employer must click on a link within the email in order to verify their account registration. As soon as the account is verified, USADWEB will be able to log into the account and complete the job order posting.

New Jersey also changed their online job posting system. They no longer use Job Central, but have switched to Jobs4Jersey.com. As with Michigan job orders, after USADWEB submits the employer registration, a verification email will be sent to the employer contact with a link that they must follow in order to complete the account set up. The employer can either click on the link themselves, or forward the email to their USADWEB advertising specialist to complete on their behalf.

In some cases, further follow up may be made by the Workforce if they need to verify additional information on the employer. It is helpful to notify the employer contact that they may receive an email or phone call from the SWA regarding the required 30-day job order posting for their labor certification application. Your advertising representative will inform you if an email has been sent to the employer that requires their attention. The sooner the email is forwarded to your ad rep at USADWEB, the sooner we can complete the job order posting.
2. Holiday Cheer!Recently, the following PERM ad was submitted to us to be quoted for a professional position:

A Senior Toy Maker is wanted by a busy northern toy factory to lead the design, development, and manufacture of toys. Understand creative trends in toy making, while adhering to old-fashioned standards of workmanship under strict, but jolly supervision. A Bachelor’s degree in mechanical engineering, industrial design, or a related field and five years of experience in toy production is required. Please send your resume to Ho! Ho! Ho! The Tundra Times is an expensive newspaper, and the attorney has asked us to make standard abbreviations to the ad text in order to reduce the advertising cost. 3. United States Unemployment Rate November 2012The unemployment rates around the country can greatly impact a company’s decision to sponsor an application for labor certification. When unemployment rates are high, companies may elect not to proceed with the certification process. Rates can vary by state and industry. There are several states with jobless rates that are well below the national average. Employers in these states may be more available to sponsor employees. USADWEB is providing information on the current unemployment rates as a convenient tool to assist you as you prepare your cases. The unemployment rate decreased from 7.9% in October to 7.7% in November, according to the Bureau of Labor Statistics.


4. PERM Processing Times as of November 5, 2012
PERM processing times are important to you and your clients. Therefore, each month USADWEB is pleased to be able to update you on the current processing times for reviews, audits, and appeals as reported on www.icert.doleta.gov:

The Office of Foreign Labor Certification (OFLC) is working diligently to reduce the Permanent Labor Certification Program’s pending caseload. The dates on the above table reflect the month and year in which applications are now being adjudicated at the Atlanta National Processing Center. If you need assistance with an application that was filed more than 3 months prior to the month posted, you can contact the OFLC Helpdesk at [email protected].
